Social Value Statement
We are committed to making social value a core part of how we deliver services for Gloucestershire. Every contract we award is an opportunity to bring wider benefits to our county, beyond the immediate goods and services being purchased.
Through our procurement, we look for partners who will help us strengthen communities, grow local skills, support inclusive employment, and protect our environment. We encourage suppliers to think creatively about how their work can add value, whether that is volunteering time, offering training opportunities, supporting community projects, or helping us meet our climate ambitions.
To make sure these commitments deliver real impact, we set clear expectations at tender stage and monitor performance throughout the life of the contract. Our Social Value Toolkit gives suppliers practical guidance on what matters most locally, so they can shape their offers in ways that respond directly to the needs of Gloucestershire.
This approach ensures that every pound we spend goes further. It improves lives, builds stronger local networks, and creates a more sustainable future for our communities.

Delivering Social Value for Gloucestershire County Council with whatimpact
Gloucestershire County Council is committed to embedding social value across all procurement activity. We expect suppliers to deliver outcomes that create positive social, economic and environmental benefits for communities across the county. Social value is considered in all relevant contracts and forms part of the tender evaluation process (Gloucestershire County Council).
Our approach is guided by local priorities and informed by the Public Services (Social Value) Act 2012. We encourage suppliers to contribute in areas such as:
-
Creating skills and employment opportunities for local people
-
Supporting small businesses, social enterprises and diverse suppliers
-
Enabling healthier, safer and more resilient communities
-
Tackling climate change and improving the local environment
-
Strengthening community projects and initiatives
To ensure these commitments deliver real outcomes, we provide suppliers with a Social Value Toolkit that explains our priorities and helps them tailor their offers. Performance is monitored throughout the contract lifecycle to maintain accountability and transparency.
By partnering with whatimpact, we connect suppliers with local voluntary, community and social enterprise organisations. This makes it easier to design contract-specific social value plans that are practical, measurable and relevant to the needs of Gloucestershire.
