By leveraging how we procure goods and services, we can create the maximum benefits for Lancashire. Continuing to embrace and go beyond the Public Services Act, Lancashire is able to generate additional community, economic and environmental benefits as a result of the decisions we make when it comes to spending your money. This means that our chosen delivery partners will not just be expected to deliver additional benefits, but to measure and report against them too. The delivery of these wider contributions to society is commonly known as social value.
Our Social Value policy and strategy works towards these priorities, providing a means to measure our success. We will assess the impact our plans are having on our priorities and be held to account by measuring the things that are important to our residents.
We are aiming to make Lancashire the best place to live, work, visit and prosper. At the heart of meeting this aspiration are our four priorities: delivering better services, protecting our environment, supporting economic growth, and caring for the vulnerable.

Why Lancashire County Council partnered with whatimpact to deliver Social Value
We want Lancashire to generate additional community, economic and environmental benefits as a result of the decisions we make when it comes to spending your money. Therefore, we have chosen to partner with whatimpact, to make this process simpler for our suppliers. This means that our chosen delivery partners can find social value initiatives locally with Lancashire easily. In turn, providing us with a deeper understanding of where social value is being generated within our suppliers and areas – as well as where more social value could be unlocked to improve outcomes.

Lancashire County Council is committed to working with our suppliers to enhance and drive meaningful Social Value. Our suppliers will collaborate to plan how contracts and projects can be delivered in ways that generate outcomes contributing to the eight 2050 Lancashire priorities.
We are taking further steps to embed a Social Value approach throughout our operations, as outlined in our Social Value Strategy. Additionally, we are improving the accessibility of the procurement process to encourage a diverse range of bidders to participate in tenders relevant to them.
It is crucial that sole traders, SMEs, start-ups, and companies with minority ownership or management are well-supported and feel included without unintended barriers. Our approach to building their Social Value understanding is no different. Our strategy includes measures to ensure early market engagement with all groups.
